I'd say these guys are pretty equal in skill so I guess Dustin would win because of his Power Ranger durability and his weapons. Rock could knock him out if Dustin doesn't bring it though.

I have never been impressed nor cared much for the Ninja Storm. Honestly compared to other Rangers I could see Rock with his fighting skills and chi energy catching Dustin off guard for the win.

Ninja Storm was the bottom of the barrel at their academy (except for Cam). So they don't compare to say Samurai or Jungle Fury. Dino Thunder should have beat them in their crossover.
