I'm leaning toward Hotstreak. Kat's gravity powers are more powerful but she's not as violent as he is. I'll never forget how he beat the crap out of static in their first fight in the Milestone comics.

True but Hotstreak is not as smart with his powers as say Pyro. Hotstreak is more violent for sure but that does not mean he is a better and smarter opponent. Kat is too powerful for him. Kat has in addition to her gravity abilities, enhanced speed, enhanced strength, some degree of invulnerability, a Stasis Field, and she can teleport during battle (Not as a movement ability like say Nightcrawler). Kat does not need to be violent because she is too powerful for him. Also Kat does get angry and cut loose when she needs to apparently.
