Jet Li if he has most of the experience and kills from his cop movies is capable of beating Kage since he always displays speed as well as reflex feats above regular human level. Kage still is a hard opponent to beat with his experience, abilities, and fighting skills. Raizo with his superhuman speed, superhuman reflexes, and high level ninja skills will be hard to beat. But not even Raizo will be able to overcome Hanzo's Invisibility, Teleportatio, fire abilities, and more. I see Hanzo beating Raizo and then helping Kage take down Jet Li.
