Asuka and Makoto wouldn't even be a challenge for Sakura and Shiva to beat.

You're saying Sakua is superior to Makoto? I'm just asking because I still see Sakura as a learner and Makoto as a stronger fighter.
I still say team 1 but mainly because of Lady Shiva with Sakura just keeping her from being double teamed.

Sakura and Shiva together have the superior fighting skills as well as abilities. I agree they win.

You have to remember that Makoto is very much a "mundy", as the characters in Fables would say, by Street Fighter character standards. While she may be a damned skilled karate master, she can't throw fireballs, jump twenty feet in the air, or do any of the other crazy stuff Sakura can do. Sakura is repeatedly implied to have an extortionate amount of natural talent throughout the Street Fighter game series which is best exemplified by the fact that all of her abilities are self taught. And while I'm reluctant to mention this part because of its canonical status being questionable at best, but Sakura also had access to the Satsui no Hado in Marvel Super Heroes vs. Street Fighter. Asuka is more powerful than Makoto, but apart from her ability to nullify the Devil Gene and the ability to bike off of really high buildings without getting injured somehow, she doesn't really have any powers that would really assist her against Sakura and Shiva either.
