Although Kung Lau could probably hang with Rocky as long as Rocky doesn't bust out with the metallic armor or pull out his weapons, Amakusa's magic just isn't strong enough to contend with Captain Commando's weapons let alone a Power Ranger.
Poor Rocky is underrated because he served with Tommy. But remember he was a red ranger (replacing Jason) so that automatically places him in the upper mid range of Power Rangers.
