COMMISSIONER JAMES GORDON
The first ever supporting character for the Batman. He was originally introduced in May 1939 in Detective Comics #27. He has been dealing with the same lunatics as the Batman in comics for 76 years. Up until 2011 he was always seen as a grizzled veteran police officer that managed to lead the GCPD against the worst Gotham City had to offer. Despite his age he was a capable detective, proficient hand to hand fighter, and terrific leader. After 2011 to the present James Gordon has be reintroduced as a man in his 40's but with many of the same accomplishments. Gordon started his career in Gotham about the same time as when the Batman started appearing around the city. The two have been closely tied but never confirmed allies ever since. Officially Gordon disavows any knowledge of the vigilante known as the Batman but personally he considers him his greatest ally and friend.
Through the years Gordon has helped Batman on numerous occasions and has gotten to know the Batman to great extent. To my knowledge, their is no OFFICIAL mention of James Gordon admitting he knows who the Batman. On the other hand their are dozens of instances where it hints that Gordon knows who is behind the mask. In the 1980's Blind Justice story arc, the world believes Batman is dead. In a rather direct response, Gordon goes to Bruce Wayne and asks him advice on if he should reveal that Batman still lives. During 'No Mans Land' Bruce attempts to reconcile with an upset Gordon by revealing his identity. Gordon refuses to look at Batman and tells him theat "If I wanted to know, I could have found out years ago." Batman himself even admitted to Superman one time that Commissioner Gordon is too smart of a man to not have figured out who he was. In the same story, he urges Batman not to kill the Joker by telling him to remember who his parents were and telling him they would not want this. (Original Hush Story arc) While none of these directly say he knows, all seem to imply the knowledge. Through the years there are many other hints that suggest as well.
Currently in the New 52 Commissioner Gordon is technically on a covert team as the new Batman. He is given tons of tech to help him as 'become' the Batman. His main acquisition is a mech suit that gives him super strength, speed, agility, and durability. It allows him to fight low level meta humans to a successful degree. He can run down motorcycles, throw cars, and survive being hits with vehicles. Outside of his suit he has a 'gun' that shoots small batarangs. While he likes the tech he is being given, he wants to be personally capable similar to Batman. He is even shown physically training and practicing throwing batarangs. While he appreciates the GCPD recognizing the importance of the symbol of having a Batman on the streets, Gordon still has to follow and comply with Police Department policies. Knowing the real Batman was not constrained by those same policies in order to be effective, Gordon has been working to find a way to go off the grid with his tech to be more effective.
