Guest posting now available in the Rumbles board

Hello, all. It had recently come to our attention that the Rumbles board in the Official Match sub-board didn't allow "guests", or offline users, the ability to post in threads. Since most of the rest of the boards in MagneticFox already allow guest posting, we figured that it would also be good to allow the same in Rumbles.
