Masters of Evil series
Previously: In the process of building a Masters of Evil team, Baron Zemo arranged for a prison break that gained him several new
members.
It was supposed to be a simple auction. They hadn’t even finished setting up. Penguin himself had just gotten there. His bodyguard
never even knew what hit him before he died.
After a minute of standing there wondering what had happened to his set up and his men, the interlopers showed themselves.
Penguin’s eyes bulged. “As I live and breath!” he exclaimed. “Obadiah Stane! I thought they had locked you in the slammer?”
Stane smiled riley, like a man in total control of his environment. “I took an early release.” He then went straight to business.
“I understand you put my armor up for sale.”
The Iron Monger armor which had been confiscated by the police, surreptitiously found its way into the Penguin’s collection. A
legend in the black market, the Penguin saw better use in selling it than to try to use is against that annoying Batman. The best
case scenario would be if someone bought it and used it against the Dark Knight for their own reasons.
Needing some time away from Gotham, The Penguin commenced the sale in New Jersey. Less potential costumed interference and
only serious buyers would come to the Big Apple’s underappreciated little brother to make an offer.
“I did.” Penguin admitted. “When it came into my possession, I had no real use for it. Better to let a more qualified person have it.”
“That person would be me!” Stane shouted madly. “It’s my machine! My creation! And it would have crushed Iron Man if he hadn’t
gotten lucky!”
Penguin clicked his tongue. “My don’t we have a chip on our shoulder?”
Stane’s gunman stepped up. Penguine didn’t know him, and honestly didn’t look much at his face. That finger looked awfully excited
to squeeze that trigger.
“Let’s just off him and get on our way.” The man said.
“Now wait a minute.” The Gotham villain began pleading. “There is no need for further savagery. Surely there is a way to settle this
matter like gentlemen- businessmen even.”
“You’re in no position to negotiate.” The man with the gun said.
“I beg your pardon sir, but everyone has a price.”
The Penguin fought to keep from smiling. His twin killers would be making their move any second now. He saw one of them,
creeping into the room.
But when she was within striking distance, the two men turned around.
A grin just like the one Penguin wanted to show came across the gunman’s face.
The girl bowed. Then the other girl stepped in and bowed as well.
Together they said, “Sensei Gauron.”
The man whom they had called Gauron let his smirk fade. “Stane came for his suite. I came for them. My girls. Xia Yu Fan and Xia
Yu Lan Now you piece of crap. Now you pay for what you’ve done.”
Backing up like a defeated dog, Penguin began pleading for his life.
“Wait! Wait just a moment! If these are your wards you then should be pleased to know that I have valued their service! They are
superb at their craft! And anyone who knows of me knows that that The Penguin takes care of his assets. They’ve been adequately
compensated and I would dare to say that they would have no complaints under my employment.”
Garuon mulled over what Penguin proposed.

Unknown to all inside, The Punisher was prepping for action. Word had spilled that The Penguin was doing some business in Jersey.
With Batman always in the way, the black market dealer wasn’t easy to ‘get’ in Gotham. This was Castle’s chance and he was going
to take it.
It looked like The Penguin was setting up of an auction. He didn’t know what the portly villain had put up for sale but it was never
going to exchange hands.
But now it looked like someone else had crashed the party before him. Punisher held back and observed. No telling what he could
learn through their talking.
He didn’t recognize Obadiah Stane at first. But as soon as the other guy said his name, the memory of the Iron Monger armor came
to him. Stark had put Stane away, in the days before he went public as being Iron Man.
The Penguin seemed to be settling things down and Punisher was deciding if anybody needed to be left alive for questioning. But yet
another party arrived.
Reveling in his low profile, Khan Noonien Singh took on his endeavors personally as much as he could. With the abundance of so
called super villains and megalomaniacs running around, Singh wouldn’t have been surprised if the authorities even had a file on
him. All the more surprise for them once he made his play for the world.
Entering the building proudly and authortively, Khan found Penguin and the others and declared his intentions.
“I’ve come for the Iron Monger armor.”
Stunned at his brashness, Penguin stuttered a bit before giving a response. “I’m sorry sir, but this auction is closed.”
“The Iron Monger armor is mine!” Obadiah Stane snarled.
“As you can see, my good sir,” Penguin had his business negotiations turned to maximum. “There is a bit of a conundrum. You see,
Mr. Stane here is the creator of the armor. He has been incarcerated but has now come to claim his property. I was just finishing
negotiations for handing over his armor… for my continued living.”
“Then it seems a new solution is in order.” Said Khan. “Mr. Stane will be eliminated. I will purchase the armor as I have come to do.
All who disagree with this solution can join Mr. Stane in death.”
“You seem pretty confident.” Garuon pointed his gun. “Maybe if you knew who we were working with…”
“And who might that be?” asked Khan.
Garuon smiled devilishly. “Wouldn’t you like to know.”
Khan hadn’t come for this type of confrontation. He intended to arrive early and purchase the armor without the hassle of the
scheduled auction. However a man of his intelligence was not so foolish as to be unprepared.
He brought his trusted military hand, Colonel Radec, to deal with complications such as the one facing them right now.
Radec stepped forward in his intimidating looking battle armor. “It doesn’t matter who his allies are, Lord Khan. They’ll die just like
any other.”
“The Iron Monger armor is mine!” Obadiah Stane repeated his truth. “Walk away now or you’ll be carried out in a body bag!”
Khan looked the man over as if he were a stray dog. He had heard of Obadiah Stane and was aware of his creating the Iron Monger
armor. Like the Penguin had said, the mad businessman was incarcerated. Clearly, something unpublicized triggered his freedom.
Khan noted Garuon too. He didn’t know him, but simply looking into his eyes told him that he was a killer at heart. There were two
girls also. Like Garuon, they were killers but unlike him, they radiated a coldness that made even Khan, uneasy.
All of this was irrelevant. The building needed to cleansed of these ruffians and he desired the Iron Monger armor to further his
plans. He was about to order Radec to begin extermination when violence erupted before his command came out.

Punisher didn’t catch everything, but he had heard enough. Everybody wanted that Iron Monger armor. The best thing he could do
was kill everybody and destroy the armor.
A regular guy would need back up. This was the Punisher. Putting others in danger for his missions wasn’t his style.
With the threat of mutant muscle or extreme security, Punisher came armed and ready for pretty much anything. He had even set
up his own hidden weapon stashes around the building while the Penguin was setting up his auction.
Setting off a few explosions threw everyone off balance and Frank Castle moved in.
Fight Parameters:
Obadiah Stane and Gauran would rather leave then fight but they won’t go without Xiu Lan and Xiu Fan or the Iron Monger armor.
The girls will absolutely help Gauran in any move he makes. That includes engaging the Punisher or Khan and Radec. Just to be
clear none of the Full Metal Panic people have the Venom Armed Slaves that they pilot in the anime.
Stane can get into the Iron Monger armor but it’s not armed or properly powered so he really won’t be eager to do any hard core
battling right now.
Punisher is mainly after Penguin but of course will kill anybody who gets in his way. So it’s basically him against everybody to some
degree.
Khan also wants the Iron Monger armor. He’ll fight only if somebody attacks him allowing Radec to do the dirty work. He’ll withdraw
if things get too dangerous.
Radec will focus his attention on Punisher seeing him as a worthy opponent.
Penguin just wants to get away in one piece.
So since Radec will be the one really going after Punisher, the match is set between those two.
All the other factors are just details.
