Batman's main enemies didn't tend to be overly complicated during their first few stories. They were usually almost entirely defined by whatever ridiculous yet eye-catching gimmick they had, with Calender Man, aka Julian Gregory Day being perhaps the most blatant example.
After some genuinely great writers came onto the scene and revolutionised the comic book industry, people started to want more substance to comic book villains. From the eighties to the nineties mainly, Batman's rogues gallery started to be revamped and altered considerably. The Joker went from a loopy... Well, joker, to the most dangerous human in the DC universe and Bats' undisputed nemesis forever. Mr. Freeze went from one of the most one-note of one-note crooks to one of the most complex and threatening thanks to his changed backstory and greater motivation. And the aforementioned Calender Man went from the single most ridiculed opponent for his stupid gimmick and costume (which I personally find to be awesome) to a Hannibal Lector-esque creep even though they never actually got rid of the holiday theme.
This thread is dedicated to those Batman baddies who haven't really received any sort of notable reboot in recent years. The ones that really could do with a better backstory, or better motivation, or simply better personality.
Case in point, the Film Freak. There have actually been two Film Freaks in the main DCU, with one being a Batman villain, the other being a Catwoman villain. Of course, Batman's enemy is the one I'm talking about. The Film Freak has an interesting gimmick that is ripe for expanding upon especially since the film industry is possibly bigger and more relevant than ever (just look at all the box office records movies are breaking recently). He hasn't actually been seen yet in the New 52 prime world yet. I think there are many ways in which his general story can be reworked. He could be changed into a guy who grew up struggling to tell the difference between reality and fiction, perhaps because his life had been so much like a story. One reason why not many people give a damn about Film Freak is because a) he never had any sort of silly costume despite having a weird gimmick and b) Firefly has a similar origin as a nut job in the film industry who went even more nutty (but this is just speculation on my part, 'cause Firefly isn't really obsessed with film, just fire).
Anyhow, what classic Batman foes do you want to see get properly retooled in a future appearance?
