Is it meant to be implied that, unrestricted, any character can perform any move from any of their variations or fatality in their moveset on a normal human being?
I don't have time to look now to see if any characters legitimately have to change equipment (and discard previous equipment) to change variations. Are the real characters in MKX meant to be an amalgamation of all their variations?

Like, Kotal Kahn can ostensibly both use his macahuitl, drop a sunbeam/disk, and summon a totem that increases his durability, striking power, etc, and Johnny Cage has both his shadow energy and stunt doubles?

Yeah, certain characters definitely need specific equipment to be able to perform certain special moves and other attacks. For example, Kenshi needs his sword Sento to be shattered in order to summon his undead ancestors, and Scorpion seemingly needs that skull-shaped thing on his belt in order to summon his Hellish friend. But both of those examples corvette mentioned above regarding Kotal Kahn and Cage are basically correct, I think.

Characters like the Kahns use TK a bit without ever having it in their kits, e.g. Kotal and Shao. Not sure why. Also, Kotal can teleport and I don't know why he can't in his kit and it bothers me.

Also, Kotal can teleport and I don't know why he can't in his kit and it bothers me. Eh, don't think about it too much. A lot of characters in the franchise have the ability to teleport, yet quite a few don't have any teleport moves in their move lists, e.g. Liu Kang.
