Power level doesn't really matter. Don Legion is also street level. Each Vice has their own way of enforcing Argus law. I'm finishing up a fic now with Gluttony that sheds light on how a Vice might function. Don Legions sheet might help as well.

I will say this though. Working for a Vice has it's privileges.
The Vices are like arms of the Government. AI kind of based each one on arms of the U.S.A government (FBI,CIA,DEA,NSA,DHS,DOD and Secret Service.) Which one corresponds with which will be revealed in the fic.

Background:

To the members of Our Society,

Today I ask you to help raise the common culture within our quaint little brotherhood, as Argus has of late been consumed by the most barbaric and vulgar sorts. Any back-ally cutpurse can pocket a pocket-watch. Any ten-penny thug can steal a soul. However when done correctly, both trades involve the application of finesse, expertise, and dignity not found in the common vandal. Our own society was established to encourage and cultivate these skills among the gentleman thieves; if this can be done, then why not a gentleman assassin?

Admittedly, there is still some professional rivalry, as our brothers in trade have yet to lose their reputation as brutes and madmen. I’m sure they see us with equal contempt, libeling us as cowards and scoundrels. However, with the opening of previously held positions within Argus’s sword arm, the time has come for us to extend our reach, if you’ll excuse the pun.

As such, Our Society shall but forward a candidate for the Vice of Envy, that candidate being my doting daughter Lady Anne Trilby. I hope she can expect your all of your support.

“The Rules of the Gentleman Assassin.

Foreward, and a note on organization and nomenclature.

Before we begin on our journey of self-improvement it is necessary for a gentleman to acknowledge those who came before her. Like Newton she admits that she if she can see so far it is only because she stands on the shoulder of giants. As such this short book is dedicated to The Rules of the Gentleman Thief from which it is inspired, and from that tome’s author, my father, without whom I would be both figuratively and literally nowhere.

With that in mind this book is organized in the same manner as the original. It is organized in rules by which a gentleman in our profession must adhere. It speaks in the affirmative and the negative, informing what a gentleman must do, and what a gentleman mustn’t do. As this is a first printing, you may find that later editions may add, remove, or further expound upon rules as needed, though the foundation will remain the same. Regardless of the times the true gentleman remains the same, and this book hopes to encapsulate her soul.

One such noted quality of the gentleman is that she is not necessarily a he, nor uncommonly a she. A code of conduct and a common set of ideals are more determinative than gender. And so the term ‘gentleman’ will be written here to mean either a lady or a lord.

Tactician standard (2)

Rule 1: A gentleman is prepared.

What distinguishes a gentleman from her contemporaries is that she cares for her reputation. She does not act rashly, she does not panic, and she does not act without plans of ingress, access, and escape. She does this because she respects her opponent, and in doing so respects herself.

She does not resort to thuggery. She does not torture, and she does not target nor allow to be harmed through inattentiveness, children, the mentally infirm, or confirmed and devout religious figures. A properly laid plan can assure that a gentleman assassin remains respectable and honorable, even in the eyes of her targets.

Environmental Awareness superior (6)

Rule 2: A gentleman is keenly aware.

My father has a saying: a gentleman’s plan is perfect for the first half hour, faltering for the second, and forgotten by the third. While not always literally true it is an important lesson in situational awareness. Even the best of plans must be adapted as a situation unfolds, and a gentleman is ready when it does.

For example, gentleman must acknowledge everyone with the respect they deserve while in their company. She is aware of the lady in the corner of the ballroom whose eye she has caught, she is aware of the braggard by the open bar who gossips about her target’s penchant for Tuscan wine, and she is aware of the supposed ‘guest’ with a hand resting on his holster. She can recognize them all as opportunities or obstacles; in this case, the lady is a possible distraction, the braggard a source of information, and the last is a competitor looking to steal her prize...

Rule 8: A gentleman uses the right tool for the job.

A gentleman’s tools act as an extension of herself, and if they are not right for the job, she is not right for the job. She is not blunt, she is not unwieldy, and she is not gruesome. She is precise, she is elegant, and she does her job with care.

Traditionally, a matter of honor was settled between gentleman by either a pistol or rapier. I see no reason to abandon these noble tools simply because more modern ones have come along. Both can be wielded with skill and grace, and both show that the wielder retains a nobility often lacking in this modern era. This author favors the use of twin pistols.


Marksman standard (14)

Rule 9: A gentleman hones her trade.

What use is a good tool in the hands of a poor craftsman? None. Worse then none, because the value and reputation of the tool is tarnished without cause, as a poor craftsman always blames her tools. It takes hard work to become an expert in one’s trade, but that is what distinguishes the master from the novice and the gentleman from the vulgar.

In estimate 10,000 hours of practice is normally sufficient, but this varies from gentleman to gentleman. But even the naturally talented must respect their craft or else be toppled by the diligent...      


Agility superior (16)

Rule 11: A gentleman is graceful. 

A gentleman’s dexterity and wit are her greatest assets, and both her movements and her mind must be kept sharp. If a gentleman is a man his posture must show poise and he shall not slouch. If a lady, a gentleman may sashay or strut, within acceptable parameters. In either case the weapon arm should remain steady and graceful, always ready to squeeze the trigger or place the point between the ribs...

Rule 15: A gentleman is punctual.  

Punctuality cannot be understated as a virtue. There is nothing more boorish then those who think the world waits for them. A gentleman does not arrive late, nor does she arrive early; she arrives at the precise time she is needed to arrive. Being aware of her surroundings help, but without punctuation it is meaningless. The difference between the almost perfect shot and the perfect shot is the difference between the lightning bug and the lightning.


Teleportation superior (22)

Rule 16: A gentleman is not a glutton or an addict, with special note given for the use of Wisp Wine.

Within the Thieves Society there is a common and acceptable practice of using a certain drink known as Wisp Wine, or alternatively as Burglar’s Friend. The effects are incredibly beneficial to the gentleman assassin as well, allowing them to move through space instantly, leaving nothing but a rush of air in their place. When used correctly it allows the gentleman to land the killing blow in an instant while denying her opponent the ability to do the same. When abused, however, the user may fade out of this world entirely; the epitaphs of too many gentleman thieves have ended with ‘never to be seen or heard from again’.

Some gentleman choose to use the wine, some do not. However as a last word of caution, a gentleman must be skilled with all her tools, which in this case would require prolonged use, leading to pale skin, cold blood, and red pupils.


Invisibility standard (24)

Rule 17: A gentleman does not overstay her welcome.

When her job is done, the gentleman takes her bow and leaves. Witty retorts are acceptable if brief, while outright gloating is intolerable. Often, the mark of a true gentleman is that she is enjoyed while in the company of friends, and all but unseen when in the company of her targets. For some this means camouflage, for others clever disguise, and for drinkers of Wisp Wine the word ‘unseen’ can take a more literal interpretation, if only for brief periods of time..."
