Hugh looked around the council room and noticed that he was the last one. Everyone else had submitted their final votes. He wiped the sweat off his brow, and began to ponder the two options. On one hand, he could vote for The Joker to stay in Gotham.
“Maybe this time things will different.” he thought. “Maybe this time our facilities can finally change him …”
Then he weighed in the other option; the easy way out.
“Or maybe … Maybe we should just send him away. Make him someone else’s problem.”
One of the councilmen cleared his throat, knocking Hugh out of his train of thought. He looked back down at the slip of paper and, with a look of determination, he put in his vote.
Once the vote was collected, the head councilman spoke up. “Alright then, it appears the final vote has been submitted. After a short break we will announce his final sentence.”

The Joker sat quietly in his cell at Arkham Asylum. He’d been in this cell many times before. It was HIS cell. He stood up and began to ponder if this may be the last time he’ll inhabit it. Joker quietly laughed to himself.
“Of course it’s the last time I’ll be in here. Why would these people ever allow me to stay? These people don’t understand true genius when they see it.” Joker thought to himself.
But, perhaps, what pained Joker the most was Batman would no longer be an integral part of his life.
A guard banged on Joker’s cell door. “Hey, clown. Get out of your cell. It’s time to face the public.”
Joker complied.

The Arkham security staff wheeled Joker out, strapped to a hand-truck. The press in the crowd began to snap pictures and the news cameras began rolling. The mayor then walked onto the stage as more pictures were taken. He posed for them for a few seconds, before getting down to business.
“Earlier this evening, Gotham’s city council took a vote. They voted to either admit Joker to a more extensive program at Arkham Asylum, or to transport him over to Johanna Maximum Security Prison for the Criminally Insane. Well, the votes have been carefully tallied, and with much pride, I’m able to say that this time tomorrow Gotham will be Joker free.”
The people in the crowd began to clap at this announcement. Joker smiled as the crowd clapped on.

The guards were astonished at how little of a fight Joker put up as he was escorted out of the van and into this new prison. Once inside they were greeted by Warden Neely.
“I’m guessing this is The Joker?” Neely asked with a smile.
“In case, it wasn’t obvious.” Joker replied sarcastically.
The warden’s smile disappeared. “Thank you, guards. My men can take it from here.”
The Arkham guards gladly handed over Joker to them, and left before anything possibly happened.
“So, new warden, want to hear something funny?” Joker asked.
Neely cracked a small smile. “No.”
A guard then hit Joker with the butt of his rifle, knocking him out.
“Take the son of a bitch to his cell.”

After months of grueling rehabilitation, after months of tests, after months of no Batman it finally began to appear that Joker had slowly began to slip into a state of sanity. Without Batman, Joker had no passion. No real reason to act he was. He was directionless.
That is until one day, Joker was finally granted television rights. As he was channel surfing, something caught his eye. A man dressed in red, white, and blue. It was a documentary covering the career of Captain America.
Joker was blown away by him. How he fought … how he thought. “They’re so … similar.” Joker’s smile reappeared on his face. He hadn’t smiled in a very long time.
From then on Joker put on a charade of seemingly being ‘cured’ of his insanity. He did it very convincingly too. After a while many of the doctors and even the warden agreed that Joker was sane. They had achieved what the idiots at Arkham had failed to do hundreds of times before.
They decided that they would showcase this grand accomplishment on The Tonight Show to prove that even the most insane of people can be cured of their insanity. It was quickly booked, and Joker couldn’t have been happier.

“So as everyone here can see we have The Joker live tonight.” Jimmy Fallon said as the crowd roared with boos.
“Now, now, people.” Warden Neely interrupted “We brought him here today to prove that a man once deemed as a lost cause was saved by our facility. Perhaps, he could even become a valued member of society. So please, don’t jeer this man based on his past. Instead, why don’t we look toward his bright future?”
“Very well said, sir. So, Joker, do you know any funny joked?” Fallon asked.
“We’re trying to keep Joker away from that part of his li-“ Neely was interrupted by Joker.
“No, it’s perfectly fine. Normal people tell jokes all the time, right? Knock, knock.”
Before Fallon could answer, some sort of gas started to fill the room.
“What in the hell!” the warden cried out.
Before the gas started to really take hold of the people, Joker made sure to slip on his gas mask. “Sure looks like a good time folks, but I think I’m going to sit this one out!” Joker said gleefully as he watched everyone choke on the Joker gas.
Once it was over and the gas had cleared Joker grabbed the live camera. “I really knocked them dead, didn’t I? Ha! Now you see I didn’t do this as a random act of violence. No, no, no, no, noooooo. This killing was to get a certain captain’s attention. And if this didn’t get it, I don’t know what will. Haha! You’ve never seen anyone like me, Caps …” The camera was then smashed as the horrifying scene finally went off the air.

Meanwhile, Captain America had been watching the whole thing live as it happened on television. He was astonished. He had no idea who this man was, and how he could senselessly kill everyone in that studio. Captain America didn’t waste any time to start his investigation.
He would survey the scene at the television studios. While he scanned the area for any clues about Joker’s whereabouts, the images of the crowds growing permanent smiles began to burn in Cap’s mind. He searched the whole area, but never found anything to aide him.
“Damn it.” Cap muttered aloud. There was nothing here so the Captain left the scene and went back home.

When he arrived home, he noticed something was off. He looked over at his neighbor’s door, and noticed some kind of emblem etched into it. He walked over to more closely observe it. It was the letter ‘J’. Cap’s eyes widened with a realization, and he quickly busted down the door.
“Anna!” Cap cried out. He looked through the house before finding her at a desk in her room. “Anna? Are you alright?”
Cap spun her chair around to see that her face was frozen with that ghastly smile on her face; the same one seen on The Tonight Show. Cap was devastated. He sat on the edge of her bed, and buried his face into his hands. When he looked up he saw a note thumbtacked onto the wall.
“Oh, Captain! I’m devastated to hear about what happened to your dear old neighbor. I would have broken into your home, but that would have been too easy. You Avengers aren’t as good about hiding your identities as someone else I know … Anyways, I’m sure this isn’t one of your best days, is it? Well it’s about to get worse because I have rigged six different houses in New York City with explosives powerful enough to destroy whole neighborhoods! … Maybe more … I don’t know … Unless you can diffuse them all within the next five hours. Don’t worry, I play fair, on the back of this page there’s coordinates to the first bomb. There you’ll find more coordinates and so on. When you fail to diffuse my bombs, I’d like to meet you in person. So come on down to the ol’ abandoned Adventure’s Inn amusement park … We’ll be waiting.”
There wasn’t any time to waste. Captain America quickly raced out of the house.

Okay, this is a simple revision of a match I did a long time ago. It improved, if you can believe it. Anyways, there’s six bombs for Captain America to disable within five hours. Afterwards, he must find Joker. His headquarters is heavily guarded and more than likely several traps rigged around the park. Then, of course, The Joker himself.
