Depends on your definition of "best".
If you're talking about the most powerful(or who would win in a fight), then JLA is the clear winner, in most incarnations.
If you're talking about the most interesting, then it's a subjective matter.
If it's the longest lived, then I think JLA has it again(though I'm not 100% on that one, my memory is a bit fuzzy on that).
If we're talking best at footracing, then JLA wins... again.
Best in terms of physical strength, hey JLA wins again.
Bottom line: In order to actually give an answer, you need to make your question clearer.
