Honestly it's a tough pic for One Piece villains. Oda does a good job of making you really really REALLY want to see Luffy punch these guys in the face.

Don Flamingo is honestly the most terrifying and smartest villain of One Piece to the point of sheer power and capable of holding his own against anyone. Hell, this guy CUT SMOKER AND DREW BLOOD!
Finally, we have the most powerful villains of One Piece, Blackbeard and the most feared character in One Piece, Monkey D. Dragon. Blackbeard can steal powers and cancel them without Seastone or Haki. Dragon...well...he's the most wanted man in One Piece, but we don't know what he does.
