Rafael is the bottom of the stack.
Gambit and Nightcrawler would be next because of duarbility issues.
Phantom Ranger, Naruto and Arbiter come after that because of armor of issues.
Tommy and Master Chief would last the longest. Tommy mainly because of the sword of power. If it were white Tommy with metallic armor he could probably win but green Tommy just doesn't have it.
Wendigo is so much more powerful than the others that it would take working together to defeat him.

No it wouldn't. Half of these guys superhuman speed wise would cut off Wendigo's head before he knew what happened. Wolverine and the Avengers know he is a human in his regular form that's why he was not killed.
